Is it possible to load carryover balance for the terminated employees?

Dear Experts,

We are loading carryover balances for all the employees via spreadsheet loader. While loading the data, few records got failed as it is saying "The accrual date selected must be during an active enrollment period.", the plan accrual method is "Front-loaded" and calendar year - Jan to Dec. After reviewing the employees records, those employees are terminated in the system.

Is it possible to load carryover balances for the terminated employees?
