How can we create and assign billing extension for labor

Want to append bill rate for labor using billing extension.

Content (required):

Apart from markup (Bill Rate=Cost Rate+Markup%) need to add some additional value based on people group (Staff/Craft) defined in HRMS.

Expecting Bill Rate=Cost Rate+(Cost Rate*Markup)+Small tool Consumable value, Please suggest how can we achieve this.
