Public Holiday falls on a weekend, hours are not populated automatically on the timecard

If a Public Holiday falls on a weekend, we want those Public Holiday hrs to be automatically populated on the Timecard which is not getting populated currently even after having the configuration in place to have Public Holiday getting auto populated on the Tmecard.

How can we get these hours populated on Timecard for an Employee?
