Ability to use "Add Predefined Questions" functionality in negotiations without SQM

hi team - i would request someone's help with my below questions.

i) if it is possible to use "Add Predefined Questions" button in requirements section of a negotiation without actually having Supplier Qualification Management module

ii) If the requirements are added using "Add Requirement" button, will those questions get created in question library for re-use in future.

iii) can we add requirements to a negotiation with responder type as "Internal" where responses are actually needed from internal member, not from supplier.
