sales order approval is not working based on manual adjustment for discount amount

we are writing sales order approval based on Discount amount.

 Lowest tier – A person– Sr Pricing Analyst – Approves all spa’s, but only has authority to approve up to $20k of SPA discount. 

Mid tier – B person– Sr. Director Sales – Approves spas over $20k and up to $100k before the next tier also has to approve

Highest tier – C Person – VP Sales – Approves spas over $100k.  

we have configured but it is not working as expected.

if the discount < 20 K it is not going to A person. can anybody help on this. Attaching the configuration document
