Add manager in "CC" for custom alerts

We are implementing training past due custom alert to trigger notifications to employees in case they didnt complete the require learning on time. We want to CC manager in the same notification that is getting trigger for Lerner. Is there any way to add manager in CC for custom resource alerts.
