Can links used in a Scorm course taking users to another window keep users from completion?

Summary:

We created a SCORM 1.2 course in captivate. The course has a link that open a new window. Can this prevent a user from getting a completion in Learn Cloud? I attached something I just read and would like to make sure I understand. I attached the snip it in this question.
