How to avoid PR header level attachment displayed in PO line level

Summary:

User created PR and added attachment in header level. When the PR proceeded to PO automatically, the attachment will displayed in PO line level by duplicating the attachment with same name.

Content (required):

When PR is created with 10 lines and proceed to PO, the PO approver will receive approval email with 10 duplicated attachment. Is there any configuration to set the attachment of PR header level proceed to PO header level to avoid duplicate attachment.
