Cannot SSH into Ubuntu (A1 Compute Instance)

I have just created an Ubuntu 20.04 instance which runs on VM.Standard.A1.Flex, but when I tried to connect to it via ssh it wouldn't work and gave me an error "Authentication failed (publickey)". I asked Oracle support and they sent me instructions, but the VM still won't connect.
