How long is the estimated and acceptable time before new hardware is added to a datacenter?

Summary:

When Oracle changed my account from Free Trial to Always Free all my VMs were stopped and I was forced to delete them and re-create them from scratch in order to use them in Always Free. I was able to re-create one Micro instance but I have still not been able to get access to Ampere shapes. This is after trying almost one month.

How long do I need to wait before I can get Always Free access to Ampere hardware in Singapore? If Oracle includes Ampere in their Always free offer it should be possible to use it or at least let Always Free users move their tenancy to other datacenters where there are free resources.
