Is it possible to restrict the enrollment in Courses/Offerings to only the Approved Learning Development Goals?

Content (required):

During the Performance Appraisal the Employee and Manager will agree on Development Plan with Development Goals linked to Learnings (Courses). We need to limit the Employees to Enroll only to the Approved Courses as Development Goals.
