Content (required):

Requirement is to retain the restriction for the action and action reason as well as for the other duties comes as part of Employee role not to be overridden for the employees having HR or any other admin roles.

The restriction to work based on the page navigation is the expectation, Ex - some actions and action reason are configured to be utilized only by HR people, and not employee; which is working fine for the employees having Employee custom role, but same restriction is not working if Employee will have the HR roles as well, which is getting overridden due to the other role.
