Dynamic Community Assignments

Just double checking here: It's not possible to have dynamic membership assigned to communities?

I've adding a report to the add criteria which fetches the people but doesn't seem to update.

I've tried to create an initiative for an official community - not possible.

Could you just confirm? And also, how did you solve this issue other then having to go in manually to assign?
