Creating order qtys with fractions

Our business requirement is that products that we transact in "eaches" (EA) must be transacted in full integers and not fractions of an each. However, where we have set up split allocation of planned orders across two suppliers and the net demand for the PO is an odd number, such 55, we get 2 planned orders for 27.5.  

We think the system should allow us to define at item and/or uom level that we cannot transact in any way, including ordering, in fractions.
