is the delete button can be hidden in assign manager section?

Summary: In the Assign managers section, is the delete button can be hidden via page composer without impacting other pages? I checked it using page composer but the gear icon is disabled. 

The purpose of this is to prevent the transaction to proceed if there is no manager entered. On the current setup, the user while creating employee record allows to navigate to the next section without line manager being entered.
