Is it possible to create a Sourcing RFQ but have NO LINES?

Summary:

We would like to create an RFQ which has no lines, so we can still use the RFQ to feed into a Purchase Agreement.

We can use the RFI functionality with the 'Lines in RFI' unchecked in the Controls area. However this RFI cannot then be used to create a Purchasing Document such as an Agreement. We have tried using the 'Lines in RFI' unchecked in the Controls area for the RFQ but the lines still appear.

Are we able to create our own Document Type for Sourcing where we are not forced to have lines on an RFQ?
