Summary of the question:

The user has a requirement to call third-party web services in Contract workflow for draft contracts. When clicking on submitting button for draft contracts, it should call third-party web services to send the contract documents to a third-party system. Once the response is received then it should allow submitting a draft contract as part of the normal process.
