Substitute Item not visible on the Work Order (created from Planning) in Contract Manufacturing Org

Content (required):

I am releasing Planned orders for Make items from the Supply Planning cloud with Substitute components selected in the Supply Plan Supplies and Demand View before releasing the Planned Orders.

The work order that is created after release still shows the main component and not the substitute item. Is this oracle standard functionality? I am expecting the work order to show the substitute component.
