Remove ability for some managers to initiate requisition

Looking for recommendations on how to restrict requisition creation for some line managers

We have two business units where line managers should not initiate requisitions. I couldn't find a means to control this functionality via Business Unit. We were hoping to avoid two different line manager roles, so I tried an approach I'd used in other apps: I created a dummy role we could assign to these managers via provisioning (as you can provision by BU) and used and EL Expression to control whether or not the "Add" button is available for the line managers via My Teams --> Hiring --> Job Requisitions tab.
