Freeform app doesn't have Workflow cluster for Approvals

Summary:

Freeform application when configured with either single cube or multi cube doesn't enable the workflow to manage approvals. But, the documentation show that the multi-cube freeform application supports approvals. And the navigation flow show the approvals card enabled in the free form app. Is this a bug ?
