Web clock is not displaying the correct server time even when its set to server time on layout

Summary:

We have configured a web clock to use the server time so that we can track the employee's punchin with a defined timeline. The system is using the server time but it checks the user's timezone and displays the time based on the device timezone.

Content (required):

We have set the time layout as server time by which we are expecting the system to show a unified server time.So if the time is 5:00PM when everyone logs in and punchin in it should be 5:00pm regardless of their device time or wherever they are. Currently when the option is set to devise time it automatically picks whatever time the device is on but when its server time it calculates the time based on the server time and timezone of the device.In our case in Ethiopia its UTC +3 So if a person just changed his timezone
