Pending Worker - Can we delay Welcome Email to the Planned Hire Date?

Summary:

Pending workers are getting the welcome email as soon as the info is created. Can we delay the email to Planned Hire Date?

Content (required):

NOTE - will will NOT convert them until 1 day AFTER the Planned Hire Date and will use day 1 as a training day

Example

Pending worker info entered 6/1/2022 - Planned Hire Date is 6/15/2022 - ACTUAL date they will be converted is 6/16/2022

We would like the Welcome email to go out on 6/15 as they will still be a pending worker and only have access to Training materials in ESS.

On 6/16 they will be converted to a New Hire with a 6/15 Hire Date and then have access to complete ESS .
