Unable to access Visual Builder

How do you enable Visual Builder in HCM Cloud

We would like to use VB Studio to extend Oracle Cloud Application. Our goal is to use VB Studio to make page customizations to redwood pages such as Journeys or Connections as some examples within HCM Cloud.

We are following the implementation document:

Set Up VB Studio to Extend Oracle Cloud Applications

The document mentions that VB Studio is provisioned by default to cloud test instance, and that VB Studio should be visible under Configuration menu, but we do not see this in our dev instance.

We have followed the implementation guide closely and have assigned the proper cloud security roles listed in action step 1. Where we fail is in step 3,
