Contract Manufacturing Flow- Supply Order Not getting Created

Contract manufacturing flow I find that the Supply Order is not getting created with exception in SCO: "The supply request failed because Global Order Promising didn't create a supply recommendation. Sourcing rules are defined for contract manufacturing org to make at the org and ATP rule for supply chain availability search is defined for the end item. We have also added the service item to the structure. What else could I be missing? How to debug this further?
