Local and Global Transfer - Person Search not populating

We are implementing the Local and Global Transfer Quick Action but we run into the issue that the Person Search is not being populated. Typing a name, searching via advanced search,... doesn't result into any results.

I checked the data role & security and all seems fine. I regenerated the data role, ran 'Import User and...' and 'Send Pending LDAP Requests'.

The user can look up persons in person management and can perform other quick actions so it's only limited to this quick action.

Does anyone have any clue what can be the issue?
