Error message: Control budget not available for use

Hi everyone

I have a problem regarding the control budgets. The customer experienced that they could not post any journals. They get the following issue for batch status: "Budgetary control failed for the batch. Review failure details in the Enter Journals page."

Also, the fund status displays a link. If I click the link I get the following image:

The control budget is in use. I cannot figure out what is wrong. Hope somebody can help me. Thanks.
