Is it possible to create Eligibility Profile for DOR?

Content (required):

Use Case: Employees with Grade X can create DOR of type "Car Loan Request". Anyone does not have that grade should not be able to see this DOR.

So is it possible to create EP and link it to DOR? If not any hints are welcomed.
