How to enable edit for work email for pending workers

After 22B, an employee with the human resource manager role is not longer able to change the work email address for a pending worker.

Our human resource manager is no longer able to change the work email for a pending worker. Before 22B, our onboarding process included a step where the HR employee would update the work email from their personal email to our organization email so the account would link to active directory when the pending worker was converted to an employee. Since the 22B update, the manager role no longer has access to update the work email; it can only be updated from the security console. Is there a role that can be added to the HR manager role to allow this
