How to add two legal entity's for one country

Hi Team,

For coming one country we have only one legal entity so we gave as haou.name='x' but now we need give two legal entity's for one country that is x and y how to give and now we take as haou.name='x','y'. but getting error so Could please assist on how to add two legal entity's
