Substitution Variable - CalcMvmtsPostFCCS10 not working in FCCS.

Summary:

There is a substitution Variable defined in admin guide for "calculate movements" processing but it is not working as intended in FCCS.

Content (required):

The Substitution variable controls the sequence of the Calculate Movements system rule. If the variable is set to True, then the Calculate Movements system rule will run after the FCCS_10 rule.

If the substitution variable does not exist, or exists but is not set to True, then the Calculate Movements system rule will run before the FCCS_10 rule.

I have tried by enabling the Substitution Variable - CalcMvmtsPostFCCS10 and set as True but the Calculate Movement rule is not working in the month where there is no value in Closing Balance Input.
