Cost processor error:The incoming inventory Transaction Could not be costed there's no layer cost

Our cost method is (actual cost) ,This error message appears in cost accounting process:

The incoming inventory transaction could not be costed because an existing layer cost was not found to use as the actual cost of the item.

Kindly advise how to remove this error and cost the uncosted transactions?
