Member Formula not rolling up to dynamically calculated parent

I would like help understanding why a member formula is not dynamically rolling up to Full Year when running a SmartView Query.

The member formula for "Planning Studies G&A" takes "Dept 200 - Net Compensation" / 12 and populates a value for each month.

The individual Periods for Jan:Dec are 1/12 of Net - Compensation, but Full Year is #MISSING.

Should member formulas dynamically rollup up to parents, and if so, can anyone provide any feedback as to why it is not working?

I've rolled up the database, and have refreshed the members.
