Inactive users report

Hello, I am working on the inactive user report using Workforce assignment real time subject area. I filter by termination date and exclude Global transfer action to remove users who have been globally transferred thus moving from inactive assignment to active assignment.

However, this report still shows users who have been rehired after the termination. Is there a way to exclude them from this report too? Thank you!
