Add Button in an Offering Section

What is the rationale behind having the Add button in the Offering page of the learners?

Courses can have multiple offerings and an employee needs to only register for one Offering that they have to complete to be marked as Completed for that particular course. This is the standard functionality, however, why is there an Add button which allows employees to enroll for another offering?
