What is the business benefit of Design Time Dynamic Offer Approval feature on initiative

Hi Team,

I want to understand the benefit of Design Time Dynamic Offer Approval feature with respect to initiative level. As on confirming the initiative we don't see the option of approver in the popup window so if the user is not confirming at offer level then this feature would not be validated.

Please if you could explain me with any use case it would be great.
