Actual Margin percentage formula for Actual Margin infotile from Manage Budget Version

actual margin percentage formula from user guide Summary Revenue Amounts (oracle.com)

In User guide the Actual margin = (actual project revenue -actual cost) but in infotile the formula is

actual margin = (actual project revenue - actual cost - commitments)

This is creating problems with Project managers who are reviewing the project performance because we are recognizing revenue based on actual percent spent (actual cost) and in this case because of the commitments included in the infotile formula the displayed actual margin is distorted showing negative values.
