Effective end date for per_all_assignments_m table

Old assignments for rehired employees do not have an effective end date.

Can someone tell me what process in Oracle will put an end-date on a record in the per_all_assignments_m table? We are having a problem when an employee is re-hired. They have two active records in this table so I think a step is being missed with either the termination or the rehire.
