Mass Updates showing up but no items to choose from

Human Resource Specialist role assigned to person with proper hrspecialist data role doesn't give access to do mass updates?

When I assign the Human Resource Specialist Role i believe i should get access to mass updates. When I open Mass Updates there are no option to click on to do mass assignment change. its just a search. I am not sure whats going on here. Company went life prior to r13 before i started here. Been trying to unravel this one.
