Pass custom rates from Time and Labor to payroll

Summary:

We have a custom attribute "Location" which shows all the HCM Assignment locations. Rates are dependent on the chosen Location (possibly stored in UDT).

How can we pass the custom rate to payroll so the element is paid at the custom rate instead of their usual hourly rate?
