Why does the E-Mail sent from Contract Actions does not contain the Attachments?

Summary of the question:
We're trying to use the Email feature on enterprise contract management to send email to business stakeholder during contract review process. When sending the email through email feature emails are going to recipient, however documents attached on email page are not going to recipient.
Navigation --> Contract Management --> Contract --> Action --> Email
