Line Manager role for Manager without direct reports

We have a security requirement for a Manager who does not have any direct reports, need access to the MSS Workforce Structures to request a new position. 

What are the recommended options here

1. Create custom role or
2. Manually assign the Line Manager role.

Is it a recommended approach to assign the LM role to managers without direct reports?
