How to create view only budget access role?

Summary:

Client would like all users to view budget balances without the ability to enter or transfer budgets.

Content (required):

The control budget is set at the fund, department and natural account. Each department has a manager. Each department manager needs the ability to view their specific budget available but cannot have the abiloity to intiate transfers or enter budget amounts. The department managers should only be able to view budgets, encumbrances and actuals.
