Manage Administrator Profile Options - Transaction Console - HCM_TAC_RESUBMIT_FOR_ALL_NON_APPROVED

In the document "The Basics of Transaction Console v.3.2 it speaks of HCM_TAC_RESUBMIT_FOR_ALL_NON_APPROVED profile option. I searched for the option and not able to find it in Manage Administrator Profile Options. Am I too add it? Is there any documentation on how/where to add and what values would be used when adding it?
