Does anyone else have a long lag between adding users in the console and them appearing in ARCS?

Summary:

We have a long lag between adding users in the console and them appearing in ARCS as an available assignee.

Content (required):

This causes an issue because we are usually adding on the fly and people are waiting to do work - or I am waiting as an admin. Currently it's been over an hour and I still don't have them in the list. Is there a set time this takes or am I alone on this island? THX
