How can we stop Online Learning from being accessed more than once?

Summary:

We have a requirement for Online Learning Items to be, in effect, locked once they have been completed by the Learner. During our build and development stage this was discussued several times and we were advised that by using the Content Upload functionality, setting it to 'Do not enable learners to review' we could ensure this content could not be reviewed once it was completed - shown in the screenshot below:

This is not the functionality we are now seeing and our learners can open and review this e-learning module multiple times - this e-learning forms part of a legislative learning program and can only be viewed once under exam conditions and I was wondering if anyone had any experience of this and how to stop mutiple views please?
