Inspection for lot with zero quantity

Summary: Our client is in food process manufacturing and requires the functionality where we can record inspection for a lot even when there is no onhand quantity for the lot.

This is basically required because in their business model several times before receiving the item inspection is done. Or sometimes inspection results are delayed and so item is shipped but post that inspection result will be captured in system.

Currently Lot for an items is show immediately after generation for quality inspection to be done (Inventory inspection) even if there is no on-hand or transactions in subinventory

We want to confirm if this is expected behavior and can be used during building integration logic.
