Unable to see quick entry fields and box while creating project- why?

Summary:

In the current UAT environment, I am seeing the following screens while creating aproject:

In the previous environment (DEV) the project creation was seen in following screen:

Why is this difference? We would prefer to see the third screen while creating projects.
