Why isn't there an "Item Qualification Method" field?

Summary:

There are multiple methods to qualify an item for FTA, e.g. RVC, Tariff Shift and Wholly Obtained etc. I just got a question from client asking why there is no one single field to indicate by which way above an item is qualified during solicitation?

Content (required):

Client requested a field "Item Qualification Method" in both qualification and solicitation. Then it came to my attention that Rule of Origin Rule Type may do the trick only for qualification, though I am not very sure yet how to link that value to item qualification tables. On the other hand, correct me if I am wrong but I don't think we can use Rule Type for Solicitation at all. Of course I can go ahead to utilize a flex field in campaign line/item qualification, but I am just wondering
