Report package showing different paragraph numbers from the doclet/style sample file

Summary:

As shown in the 1st screen shot, the report package show random numbers where they should be "1, 2, 3 & 4." The 2nd screen shot of the doclet as well as the style sample file is how they are supposed to be. How can I fix this?
