Is it possible in Absence Management to push an Element to Payroll for a Non-Entitlement Plan?

Summary:

Trying to pass an Element to Payroll for Non-Entitlement Plans and keep getting a Calculation Factor of 0 in the Calculation Card. Other Plans (Accruals, Qualification) seem to be passing a 1 here. I also created a Rate Definition to return a Factor of 1 but that is not working either.
